HRM Quality Management Plan for Cold Weather delayed to October 31

Halifax Regional Municipality (HRM) has announced they are delaying the start of the HRM Quality Management Plan for cold weather concrete on sidewalks. Previously set to begin on October 15, cold weather requirements for concrete are now in place for work after October 31.
